It may be my own naivte at work, but it has always been my understanding that once countries decide to go nuclear, they don't stop wanting to be that... UNLESS there is a change of regime, and usually a complete change in TYPE of government... [South Africa, or former soviet republics]... SoDamninsane wanted nukes prolly starting with the Iranian war, and then continuing with gulfI. By that time he had a versailles complex in defeat, and prolly was pushing hardest for it. If he was cunning, he may well have been planning on this being built outside Iraq, just to keep the UN off his back, until he could say viola. Most of the snippets I have read seem to point to N. Korea... but with the appearence that Saddam never was able to gain traction there, either in the nuke realm, or in securing a medium range Taepo Dong as a delivery system. As alternative, you could imagine that he would be trying to procure raw meterials...
All that said, what I commonly see with Joe on the street, is that they want to SEE the missile, before they will believe he was trying to get one. Problem is, if he has one, it's OVER, he is the newest member of the nuke generation. This is the same thing happening in Iran, IMHO, however, their power is diffuse in gov't. so they don't SEEM to have one-guy-with-a-vision, so building the nuke is way harder for them... I think they are still trying, though. On the other claw attacking them makes no sense, because they don't have a single dictator, we would definitely be seen as attacking Islam, to attack them, but the danger is still real there too. The don't need nukes for energy, and everyone knows it...
